Step 2
Book the embassy slot
D-visa applications are lodged only in person at the Embassy of Estonia in New Delhi — book the appointment early; VFS cannot take D-visa files.
Step 3
Prepare the file
Printed signed application, admission confirmation, 3-month stamped bank statements, insurance, accommodation proof, apostilled academics.
Step 4
Pay €120 in advance or by card
Bank transfers must reach the Ministry of Finance account at least 5 working days before the appointment; cards work at the counter. No cash.
Step 5
Decision in ~15–30 days
Collect the passport with the D visa. The decision window is set by law at up to 30 days for long-stay visas.
Step 6
After landing: PPA residence permit
Apply to the Police and Border Guard Board for the study residence permit — issued for the entire study programme; response within up to 90 days.

No. Estonia accepts study (D) visa applications only in person at its New Delhi embassy. VFS Global handles just short-stay Schengen visas for Estonia.
How much money must I show?
Estonia has no blocked account, but it does publish a fixed figure: the Estonian Embassy in New Delhi requires €800 per month of stay for the study D visa (≈€9,600 for a year), and the Police and Border Guard Board applies the same €800/month test — four times the state subsistence level — for the study residence permit. The embassy checks 3-month stamped bank statements (the PPA looks at 6 months of income). The money stays yours; it is shown, not paid to anyone.
Can I work while studying?
Yes — without a separate work permit and with no fixed hour cap. The only condition is that work must not stop you from studying full-time (about 30 ECTS per semester).
What happens after I arrive?
