Step by step

Admission to boarding, one clear path.

    Get admission

    Apply via DreamApply/university portals to an Estonian institution; accept the offer and pay any required tuition deposit.

  2. 2

    Book the embassy slot

    D-visa applications are lodged only in person at the Embassy of Estonia in New Delhi — book the appointment early; VFS cannot take D-visa files.

  3. 3

    Prepare the file

    Printed signed application, admission confirmation, 3-month stamped bank statements, insurance, accommodation proof, apostilled academics.

  4. 4

    Pay €120 in advance or by card

    Bank transfers must reach the Ministry of Finance account at least 5 working days before the appointment; cards work at the counter. No cash.

  5. 5

    Decision in ~15–30 days

    Collect the passport with the D visa. The decision window is set by law at up to 30 days for long-stay visas.

  6. 6

    After landing: PPA residence permit

    Apply to the Police and Border Guard Board for the study residence permit — issued for the entire study programme; response within up to 90 days.

Estonia universities and what they charge you

Estonia sets no national tuition rate — every university fixes its own fee per programme, Estonian-language study at public universities is free while English-taught study is fee-paying, and several universities now waive or...

Estonia student-visa FAQs

Can I apply through VFS like other Schengen countries?

No. Estonia accepts study (D) visa applications only in person at its New Delhi embassy. VFS Global handles just short-stay Schengen visas for Estonia.

How much money must I show?

Estonia has no blocked account, but it does publish a fixed figure: the Estonian Embassy in New Delhi requires €800 per month of stay for the study D visa (≈€9,600 for a year), and the Police and Border Guard Board applies the same €800/month test — four times the state subsistence level — for the study residence permit. The embassy checks 3-month stamped bank statements (the PPA looks at 6 months of income). The money stays yours; it is shown, not paid to anyone.

Can I work while studying?

Yes — without a separate work permit and with no fixed hour cap. The only condition is that work must not stop you from studying full-time (about 30 ECTS per semester).

What happens after I arrive?

You apply to the Police and Border Guard Board (PPA) for a residence permit for study, normally issued for your whole programme, and register your Estonian address.
