If you are the spouse, child or dependent parent of an EU, EEA, Swiss or UK citizen and you are travelling with them or joining them in Portugal, EU free-movement rules waive the embassy fee entirely. You still pay the VFS service charge of ₹2,052, and a courier fee of ₹432 outside Delhi. The Consular Section quotes 15 calendar days from receiving a complete file. Three things decide these files: the relationship document must be apostilled by the Ministry of External Affairs, the EU national's proof of residence in Portugal must be included, and the ticket must show you travelling with or to join them, because the exemption exists only for that purpose.
