The NOC comes from the competent authority for your service and states that the department has no objection to your travelling abroad for the stated period and purpose. The leave order is separate: it sanctions specific dates as leave, and for foreign travel it is usually recorded as ex-India leave. Political or cadre clearance applies to particular services and grades and is obtained through your own channel — where it applies, the visa file should show it. All three carry dates, and those dates have to sit in the right order and match the travel you are applying for.

What the officer sees missing

  • No file or reference number, so the letter cannot be traced back to any departmental record.
  • No dates. A permission that does not state a period authorises nothing in particular.
  • No country and no purpose, when the NOC exists precisely to record both.
  • “Section Officer” may well not be the competent authority for this service and grade — permission from the wrong level is not permission.
  • No mention of the leave sanction, which is a separate order and the one the department actually acts on.
  • Nothing about political or cadre clearance, where the grade requires it.
  • No designation details, no office seal, no official contact — nothing here can be verified with the department.

Which three documents does a government employee actually need?+

An NOC from the competent authority, a sanctioned ex-India leave order, and — depending on your service and grade — political or cadre clearance. They are three separate things and obtaining one does not produce the others. The NOC records that the department does not object to foreign travel for a stated period and purpose. The leave order sanctions the specific dates as leave. Clearance, where it applies, is a separate approval through its own channel. A file with an NOC and no leave order is the commonest version of this problem, because the applicant reasonably assumes the NOC covers it.

In what order should the dates fall?+

Leave sanctioned first, NOC issued after or alongside it, both matching the travel dates on your visa application and your booking. The slip that causes trouble is an NOC dated before the leave it refers to, or referring to a leave order that does not yet exist — which reads as a permission granted on the assumption that sanction would follow. Sort the leave first, then request the NOC citing the leave order's number and date. That sequence is also how your department will expect it.

Who is the “competent authority” for my NOC?+

It depends on your service, your grade and your department's own rules, and it is worth asking your administration rather than guessing. As a general shape, it is the officer empowered to sanction your leave — which is not always your immediate reporting officer, and for some grades sits considerably higher. An NOC signed by somebody without that power is not a defective document so much as a document that does not do anything, and a visa officer who knows the structure may notice. Ask administration who signs ex-India leave for your level and route it through them.

Do I need political clearance for a personal holiday?+

It depends on your service and grade, and it is not something to assume either way. Requirements differ across central and state services, and between grades within them, so the reliable answer comes from your own administration or your service rules rather than from a general article. Ask specifically: does my grade require political or cadre clearance for private foreign travel, and to which country. Where it applies, start early — it runs through its own channel and it is not quick. Where it does not, the NOC and leave order are enough.

How far in advance should I start?+

Earlier than feels necessary. Departmental sanction moves at departmental speed, and where clearance is also required the sequence can run to weeks. Working backwards: you need the leave sanctioned, then the NOC issued, then the visa applied for, then the appointment, then the decision — before you travel. Applicants who book flights first and start the paperwork afterwards routinely end up asking for leave dates that no longer match the booking, or applying for a visa with an NOC that has not arrived.

What financial documents do I need on top of these three?+

The ordinary ones, and they are easier for you than for most applicants. Your last three to six payslips, Form 16 or your ITR, six months of bank statements, and your service identity card. Government employment is among the more straightforward employment positions to evidence, precisely because the pay is regular, documented and verifiable. What the three departmental documents add is permission — the money side of the file is comparatively simple, and it is worth not neglecting it while chasing the sanctions.

My leave was sanctioned but my travel dates have changed. What now?+

Get the leave revised and a fresh NOC, rather than submitting the old ones and explaining the difference. Departmental documents that do not match the travel you are applying for create exactly the inconsistency an officer looks for, and unlike a private employer's letter these are formal orders with reference numbers — an amended one is traceable and clean, while a mismatch is not. It is more work, and it is the right work.

Does being a government employee help or hurt my application?+

On the ties question it generally helps, and considerably. Secure, pensionable employment with a department you must return to is among the stronger reasons an officer has to believe an applicant will come back, and the documentation supporting it is unusually solid. What it adds is a process requirement rather than a disadvantage: your file has to show that your own employer authorised the trip properly. Applicants who resent the extra paperwork are missing that the same paperwork is doing useful work for them.

I am in the police or armed forces. Is my position different?+

The departmental process is generally stricter and the clearances more involved, and you should expect that. It is also fair to say that applications from serving defence and police personnel can attract additional screening and longer processing at some missions — which is a timing and preparation issue, not a verdict on your application, and it is why we tell people in these services to start earlier and build a fuller file. Can my department's NOC be on plain paper?+

It should be on departmental letterhead, carry a file or reference number, bear the office seal, and give an official phone number and email. Those four things are what make it a departmental document rather than a note. A verification call, if one is made, goes to the office — not to you — so the contact details must reach somebody who can confirm the letter exists. A departmental letter without a reference number is the version most likely to raise a question, because it cannot be traced in the department's own records.
