Submit to the wrong one and your file is returned without a decision. All applications go via VFS Joint Visa Application Centre.

Visa fees are set by the Embassy of Hungary in INR and are non-refundable regardless of outcome. Children under 6 are visa-fee-exempt; school pupils, students, postgraduates, researchers attending scientific events, family members of EU/EEA citizens, and accompanying teachers may also be visa-fee-exempt — confirm at submission. Diplomatic and service passport holders are exempt from the visa fee. Long-term D visas carry a separate ₹1,920 biometrics service charge on top of the visa fee.

Generally no. Indian citizens transiting Budapest Liszt Ferenc International Airport do NOT need a Type A airport transit visa for Hungary. If you plan to leave the airport / enter Hungary, you'll need a regular Schengen Type C.
You may still need the airport transit visa. Sri Lanka nationals apply via the German Embassy Colombo (Germany issues Hungary visas on Hungary's behalf there); Bangladesh nationals via the Hungarian centre serving Bangladesh.
