The applicant (or their Luxembourg-side employer / institution / family member) needs to obtain this authorization first — the D Visa at VFS is only the entry vehicle once that decision is in hand. All India applications are decided by the Embassy of the Grand Duchy of Luxembourg, New Delhi (84 Jor Bagh, ND-110003) through VFS Luxembourg centres. The Embassy is the single jurisdiction for India + Bangladesh + Sri Lanka + Maldives. For Long-Stay D Visas (Work / Study / Family Reunification / Researcher / EU Blue Card), the Immigration Department of the Ministry of Foreign Affairs in Luxembourg issues an Authorization to Stay (applied for at guichet.public.lu) BEFORE the D Visa — the original letter is required at VFS.
guichet.public.lu for the substantive decision. Once issued, the ORIGINAL Authorization triggers the D Visa at VFS. Field n°31 (Employment) or n°30 (Family Reunification) of the form is mandatory.(1) The Prise en Charge MUST carry the MAEE stamp from inside Luxembourg — sponsor-signed alone is not enough. (2) €0 visa fee for family members of EU/EEA/Swiss citizens under Directive 2004/38/EC (relationship certificate must be apostilled / legalised; VFS service charge still applies). (3) VAYD/ODMV doorstep biometrics available at ₹9,900 solo / ₹7,500 each for 2–10 applicants — useful for cities outside the 11 VFS hubs.

Visa fees are set by the Embassy of the Grand Duchy of Luxembourg in INR and tied to the EUR / INR exchange rate — they are revised every month-end. All fees and VFS service charges are non-refundable in case of refusal. VFS service charges are inclusive of CGST 9% + SGST 9%. Optional services: SMS Facility ₹400, Premium Lounge ₹3,600, Prime Time Collection ₹800, Prime Time Submission ₹3,500, VAYD/ODMV doorstep biometrics ₹9,900 (solo) or ₹7,500 each (2–10 applicants). Family members of EU/EEA/Swiss citizens applying under Directive 2004/38/EC pay zero visa fee — but the VFS service charge still applies.

The applicant (or the Luxembourg-side employer / institution / family member) files the Authorization to Stay application with supporting documents specific to the category (Work, Study, Family Reunification, Researcher, Highly Skilled, Investor / Self-Employed). This step is SEPARATE from the D Visa — its own timeline runs from several weeks to several months.

Issued by the Immigration Department in Luxembourg. The ORIGINAL letter is required at VFS — copies / scans are not accepted. The Authorization to Stay is the trigger for the D Visa application.

Get the form from visa.vfsglobal.com/ind/en/lux/. Complete by hand or digitally, then date and sign. Paste the 35×45mm photograph on the form. Applicants in Work/Employment category fill field n°31; applicants joining a family member fill field n°30.
Get supporting documents in order
Original Authorization to Stay + passport (machine-readable, ≥6 months validity, ≥2 blank pages) + Schengen insurance €30,000 (not required if covered by future employer / spouse / family member, e.g. Caisse Nationale de Santé certificate) + category-specific documents.
Book your VFS appointment online (or use prepaid courier for non-India residents)
India residents: schedule at visa.vfsglobal.com/ind/en/lux/book-an-appointment. Bangladesh / Sri Lanka / Maldives residents: prepaid courier route to the Embassy is open. Authorized representatives, travel agents, and company reps accepted for Long-Stay D categories.
Submit at VFS + biometrics + visa fee
Visa fee ₹5,360 (flat for all ages, including children) + VFS service charge ₹2,359 — cash / Visa / Mastercard / RuPay. Biometrics captured at the centre. Generally 15 days at the Embassy; can extend to 45 days if documents are missing.
Travel to Luxembourg + register with the local commune + apply for residence permit
Once the D Visa is issued, travel to Luxembourg within the validity. On arrival, declare your address at the local commune within 3 working days, then apply for the residence permit (titre de séjour) at the Immigration Department on the basis of the Authorization to Stay.
